Kenya Army Blogspot thinks it means that;

a) For applicants without university degrees, they should have attained an overall grade of B plain in KCSE with C+ in English, Mathematics & either Physics, Chemistry or Biology.
b)For those applicants with university degrees, they should also have attained an overall grade of B plain in KCSE with C+ in English, Mathematics & in any one of the pure sciences i.e Physics, Chemistry or Biology.

It seems that a university degree is not a must for those applying for General Service Officer Cadets as long as they attained the above mentioned grades in KCSE. However, a university degree is necessary for those applying for Specialist Officers positions in respect to vacancies available as announced by the Kenya Defence Forces.
